Summary

The purpose of the position is to perform the functions of a police officer: the suppression of criminal activity, protection of life and property, conducting investigations, apprehension and arrest of law violators, the recovery of stolen or missing property, regulation of noncriminal conduct, operation of complex security systems and responding to and repelling terrorist acts, active threats, natural disasters, chemical, biological and/or radiological hazards and all emergency situations.

Responsibilities

Enforces, investigates, detains and apprehends of individuals suspected of offenses against the criminal laws of the United States, State of Indiana and the laws and regulations governing security and law enforcement within the Department of Veterans Affairs;

Protections of patients, visitors, employees and property against physical threats and harm; Determines the need for and conducts searches to collect and secure evidence and contraband; secures crime scenes and accident and disaster sites;

Appears in U.S. Magistrate Court representing the Department of Veterans Affairs;

Ensures arrests are accomplished in a lawful manner and for proper cause, safeguarding the rights of the arrested person or persons;

Directs vehicle and pedestrian traffic to ensure the traffic flow is not disrupted and flows freely;

Plans and conducts short and long term criminal/administrative investigations on and off Department controlled property in accordance with Title 38 USC § 902 for alleged or suspected violations against the criminal laws of the United States committed by employees, patients, visitors and unaffiliated persons;

Determines whether complaint/incident is criminal, civil or administrative in nature;

Collaborates with internal and external agencies to obtain necessary information to further the investigation;

Maintains proficiency in specialized weapons, equipment and tactics for defending against and/or repelling terrorists attacks, active threats, natural disasters, and chemical, biological and/or radiological hazards and all emergency situations;

Advises victims, witnesses and offenders on legal procedures; conduct interviews;

Explains the elements of a crime to victims and offenders;

Functions as part of the incident command structure, when appropriate.

Work Schedule:

Full-Time, Rotating shifts, weekends and holidays regardless of weather and environmental conditions. Provided 24/7 coverage as needed.

You will work indoors and outdoors in all types of weather. You may be required to work irregular or prolonged hours and may be called back anytime within a 24-hour day. Police work involves high risk with exposure to dangerous situations subject to possible physical attack by armed and unarmed persons and exposure to chemical, biological and/or radiological hazards.

Must successfully complete the requisite Police Officer Standardized Training Course (POST) at the Law Enforcement Training Center (LETC). This training is required by VA Directive 0730, dated December 12, 2012.

Qualifications

To qualify for this position,

applicants must meet all requirements by the closing date of this announcement.

GS-6 grade level:

One year of specialized experience (equivalent to the GS-5 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forest, or other natural resources or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills.Specialized experience must include active arrest authority and firearm proficiency with a license to carry; experience as a security guard or corrections officer is generally not qualifying. Specialized experience may include performing duties, such as:

Responding to calls or alarms involving crimes;

questioning individuals at the scene, establishing the identity of injured parties, identifying the nature of incidents, and taking statements;

Informing individuals about their rights as suspects and/or witnesses;

Operating radar or other speed detection equipment and enforcing traffic regulations or laws;

Arresting violators caught in the act or who readily admit to guilt; issuing citations;

Enforcing speed limits;

Assisting at accident scenes;

Preparing reports that describe events that may be used in future legal actions;

Responding to duress alarms and subduing unruly individuals;

Patrolling;

Pursuing and apprehending person;

Subduing individuals causing disturbances;

Identifying and arresting violators;

Taking charge of a crime or accident scene and restricting access to those persons required on the scene;

Seeking detecting, and protecting evidence and witnesses at the scene of an incident;

Making arrest and performing booking procedures, conducting investigations;

Questioning and taking statements from victims, witnesses, and complainants;

Interrogating suspects;

Applying all correct rules of search and seizure;

Analyzing facts to identify suspects and develop case information.

There is no educational substitution for the GS-6 level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
